Payee outside the payer's beneficiary list

What the text fixes

The PISP can initiate a payment whether or not the payee is on the payer's beneficiary list, unless the user cannot make that payment in the customer interface.

Article: PSR 36(4)(e)Provisional numbering of the April 2026 compromise (Council doc. 8221/26). The final numbering will be added when the Official Journal publishes the text, without changing the id.
